The world’s second-largest memory chip maker said in a regulatory filing with the Korea Exchange on Monday that it is seeking to raise 43.141 trillion won, equivalent to $28.21 billion, by issuing American depositary receipts on the Nasdaq. Despite the downward revision, the deal would still rank among the biggest share sales in history, second only to SpaceX’s record initial public offering raising $75 billion last month. SK Hynix said it would use the offering’s proceeds to expand chip-making facilities in South Korea and purchase chip-making equipment such as ASML’s extreme ultraviolet scanners.
Stocks were gaining in premarket Monday with technology stocks prominent among the gainers. Semiconductor companies were particularly prominent as the artificial-intelligence trade took off again. Western Digital was up 4.5%, Sandisk was up 3.9%, and Micron Technology rose 2.3% as memory-and-storage companies regained their momentum after a drop last week.
Funds from the US listing will support new chip factory construction and advanced equipment purchases, including an ASML EUV scanner.

Chinese export controls, dependence on the U.S. for technology and the structural weakness of Europe's domestic chip industry mean it faces a "bleak future," an EU-funded report found on Thursday. The independent report by the European Union's Institute for Security Studies and French think-tank Institut Montaigne concluded that Chinese export controls on critical minerals and magnets or the risk of a war in the Taiwan Strait were major threats to supply. Further vulnerability stems from the EU's dependence on the U.S. for technology, including design software and the possibility the U.S. could block exports to China by chip-making equipment supplier ASML, Europe's most valuable company.
