The S&P 500’s information technology and communications sectors fell 15% from June 1 through July 29, when the Federal Reserve announced it was holding the fed-funds rate steady, strategist Jim Paulsen wrote Monday on Substack. The overall S&P 500 ended up down less than 4%.

The S&P 500 may be down, but three-quarters of stocks in the index are actually rising. The Invesco S&P 500 Equal Weight ETF, or RSP, was up more than 1% despite the S&P 500 struggling to stay above breakeven. A majority of stocks have moved in a different direction than the broader S&P 500 index 36.9% of the time so far this year, which is up from 22.4% in 2025 and 23% in 2024, according to Dow Jones Market Data.
